1. Purpose of procedures

The following procedures specify the processes to be followed in developing, approving, recording and submitting documentation of Notifications of Material Changes from the University of the Sunshine Coast to the Tertiary Education Quality and Standards Agency (TEQSA) pursuant to the TEQSA Act 2011.

2. Abbreviations and acronyms used in procedures

QS Quality Section of the Office of the Pro Vice-Chancellor (International and Quality)

SC Secretary to Council

TEQSA Tertiary Education Quality and Standards Agency

USC University of the Sunshine Coast

3. Material Changes and the National Register of Higher Education Providers

3.1. The Secretary to Council (SC) has formal responsibility for identifying any material change pertaining to information about USC recorded in the National Register of Higher Education Providers.

3.2. The SC will advise the Quality Section of the Office of the Pro Vice-Chancellor (International and Quality) [QS] by email of the substance of any notification of material changes needing to be made.

3.3. The QS will draft documentation according to TEQSA requirements and refer it to the SC for subsequent referral to the Vice-Chancellor and President for approval and submission to TEQSA.

3.4. The Vice-Chancellor and President will inform the University Council of any notifications to TEQSA of material changes related to the National Register of Higher Education Providers.

3.5. A copy of the documentation submitted to TEQSA, and any subsequent documentation from or to TEQSA, will be forwarded to the QS for recording in USC’s corporate records management system.

3.6. The QS will enter in the Material Changes Database summary information on each notification submitted to TEQSA, subsequent communications with TEQSA and any actions undertaken by USC in response. (Refer to item 4.8)

4. Material Changes related to Higher Education Threshold Standards

4.1. Members of the University community who identify possible material changes related to USC’s ability to meet the Threshold Standards and that may need to be advised to TEQSA, should advise the QS by email of those matters in the first instance.

4.2. The QS will investigate and substantiate (or otherwise) any possible material changes referred to it, or which the QS has identified, and provide advice to the responsible officer if there appears to be a case for a notification of material changes to be made to TEQSA.

4.3. Where the QS decides that there are grounds for making a notification of material changes to TEQSA, the QS will draft documentation according to TEQSA requirements and refer it to the responsible officer for a decision on whether to refer the documentation to the Vice-Chancellor and President for approval and submission to TEQSA.

4.4. The QS will inform those persons who advised of a possible need to notify TEQSA of a material change of the advice provided to the responsible officer.

4.5. In the event that the responsible officer determines that documentation of a material change should be submitted to TEQSA, the responsible officer will refer the draft documentation to the Vice-Chancellor and President for approval and subsequent submission to TEQSA (if the Vice-Chancellor and President concurs).

4.6. The Vice-Chancellor and President will inform the University Council of any notifications of material changes submitted to TEQSA.

4.7. A copy of any notification of material changes submitted to TEQSA by the Vice-Chancellor and President, and any related subsequent documentation, will be forwarded to the QS for recording in USC’s corporate records management system.

4.8. The QS will establish and maintain a Material Changes Database with summary information on all referrals concerning possible material changes, all notifications of material changes made to TEQSA, subsequent communications with TEQSA and any actions undertaken by USC in response.
