University of the Sunshine Coast Act 1998 (Qld)

1. Purpose of policy

The following policy is intended to provide the framework within which parking is regulated on the University’s Sippy Downs campus.

The University of the Sunshine Coast Act 1998 authorises the control of traffic and parking on University land.

The paid parking scheme was developed to manage and regulate demand for parking on the University Campus for staff, students and visitors.

2. Application of policy

This policy applies to all staff, students and visitors to the Sippy Downs Campus.

3. Definitions:

Authorised person has the meaning specified in Schedule 2 of the USA Act.

Campus means the Sippy Downs campus.

Council means the Council of the University of the Sunshine Coast.

Local Law means the SCC’s Local Law No. 5 (Parking) 2011 and associated subordinate legislation as amended from time to time.

Owner as defined in Schedule 2 of the USC Act.

Rules means the Land, Traffic and Parking Rules made by the Council pursuant to the USC Act.

SCC means the Sunshine Coast Council.

TORUM means the Transport Operations (Road Use Management) Act 1995.

USC Act means the University of the Sunshine Coast Act 1998.

Vehicle has the meaning specified in TORUM.

4. Policy statement

Under the Land, Traffic and Parking Rules, the Vice-Chancellor is authorised to:

(a) designate parking areas and parking spaces for such specific purpose, person or vehicle or class of purpose, person or vehicle for such period and on such terms as the Vice- Chancellor considers appropriate;

(b) determine the conditions set out in the Conditions of Parking under which vehicles are brought onto and parked on University premises;

The University will establish a fair and equitable paid parking scheme during regulated hours to ensure the most effective use of vehicle parking on campus.

Areas within the University designated as ‘off-street regulated parking area’ are subject to the Local Law.

SCC shall supervise and enforce the Conditions of Parking including but not limited to the issue of traffic infringement notices pursuant to the Local Law (provided by local government powers authorised under TORUM in respect of parking on the Campus.)

The Director, Asset Management Services (or such other authorised persons) is responsible for the administration of the University’s parking scheme.
