Part A: Preliminary
1. Purpose of policy
This policy articulates the University’s commitment to prevent the inappropriate and unlawful use of liquor and its harm to individuals, property and the standing of the University in the community. Through this policy, the University actively encourages a responsible attitude toward the use of liquor within the University community.
2. Application of policy
This policy applies to all University students, staff, internal and external clients and visitors.
3. Definitions
Event means an occasion for which the use of University facilities by an internal or external client is approved.
Liquor means any spirituous or fermented fluid of an intoxicating nature, and includes any beverage or substance intended for human consumption in which the level of ethyl liquor (ethanol) is greater than 5 mL/L (0.5%) at 20°C, but does not include liquor used merely as a preservative or medium in which fruit is offered for sale to the public in sealed containers if the contents are visible.
University premises means any buildings, grounds or vehicles which are under the control and management of the University and which are used for, or in connection with, the purposes of the University.

4. Policy
4.1. Compliance
4.1.1 University staff, students, contractors, and visitors to University premises must observe local, state and federal laws in relation to using, possessing, giving or selling liquor and abide by the State Government "Code of Practice for Responsible Service, Supply and Promotion of Liquor" and comply with all University instructions given regarding health and safety and not place at risk the health and safety of any person. This includes that:
(a) Alcoholic beverages must not be provided to anyone under the age of 18 years.
(b) Alcoholic beverages must not be provided to anyone who is, or appears to be, intoxicated.
(c) Alcoholic beverages can only be consumed in the area designated for the event.
(d) Food will always be available at events where alcohol is served.
(e) At events, low liquor content drinks and non-alcoholic drinks will be available in adequate quantities and must be displayed as prominently as alcoholic drinks.
4.1.2 Managers, supervisors and hosts of events are responsible for ensuring that staff, students and event attendees under their direct supervision are aware of their obligations under this policy and of the standards of appropriate behaviour expected at an event.
4.1.3 At all times patrons will be responsible and accountable for their own behaviour.
4.1.4 Adequate supervision must be provided during and following an event in order to control poor behaviour and eliminate damage to property.
4.1.5 It is the responsibility of event organisers to ensure that competitive drinking practices as well as any situations that exert pressure on patrons to drink to excess do not occur.
4.1.6 Failure to comply with this policy may result in suspension, dismissal, official warning, caution, referral to police, reimbursement for damage or other consequences.
4.1.7 Events and Catering will utilise staff trained in the Responsible Service of Liquor Program conducted by the Liquor Licensing Division and whose serving practices are consistent with the State Government "Code of Practice for Responsible Service, Supply and Promotion of Liquor".
4.1.8 A University representative will intervene when liquor related behaviour causes harm, or has the potential to cause harm to individuals, property or the operation and reputation of the University.
4.2. Authorisation
4.2.1 The provisions of the Liquor Act (Queensland) 1992 apply to the University of the Sunshine Coast. It is, therefore, illegal to sell liquor on University sites, either directly or indirectly, such as through an admission charge or the sale of tickets to events or through wine tasting and liquor promotion events, unless the relevant permit has been obtained from the Licensing Division of the Department of Tourism, Fair Trading and Wine Industry Development.
4.2.1 Written approval must be provided by the Manager Events and Catering six weeks prior to any event. A copy of the relevant permit, together with any special terms or conditions, including any variation in the terms of an existing licence or permit must also be supplied before any event requiring a permit is held.
4.2.3 Permits must be displayed prominently at events.
