Introduction

As indicated in the forward the present review and update, undertaken in 2006-2007 is a substantial undertaking, requiring the examination and interrogation of both the original Master Plan goals and principles, as well as the more recently developed needs and aspirations of the whole University, the academic staff and the student body.

In 1994 and, to a lesser but still significant extent in 2000-2001, most of the user groups did not exist, and their needs, wants and aspirations were to some degree speculation. In 2006-2007 the user groups were present and vocal and, for that reason, extensive consultation with on-campus and off-campus groups formed the starting point for the present review.

The following consultations took place:

While this consultative process inevitably exposed some polarised positions, and some surprises, in the main the strategic direction of the University was acknowledged and endorsed.

Following the consultative process a period of analysis and preliminary design saw the emergence of the first sketches that placed the campus within the broader urban and suburban context of the neighbouring land. This had not been possible in 1994 nor in 2001. For many, the size and density of the Sippy Downs Town Centre immediately to the north of the campus, came as an unwelcome surprise; however, this contextual process also revealed the myriad connections to the local community and the opportunities that existed there.

The Master Plan design process took account of both the issues raised (acknowledging that in those polarised positions someone would be disappointed) and the work that had already been completed on-campus, and sought throughout that process to provide an integration of the broader landscape, a component that had been lacking since the unfortunate failure of some of the earlier plantings.

The Master Plan presented here incorporates much that was provided as feedback through the consultative process following the development of those early sketches. It provides a direct strategy to an ultimate student population of around 15,000 while preserving the good that has already been established on-campus. The central tenet of unwavering commitment to environmentally sustainable design remains, and, with the exception of the removal of on-campus residential facilities, which are now provided in adjacent developments, the use of land is fundamentally unchanged from that presented in 1994.

The four Priority Objectives of this Master Plan are:

1. Distinctiveness
2. Growth and Development
3. Flexibility and Innovation, and
4. Quality
